Troubleshooting Booting the System Control Plane Ethernet Network

Purpose
Displays information about the status of cards and modules
installed in the router.
Verify that the expected nodes display IOS XR RUN under
the State column of the command output.
If no output is displayed, the shelfmgr is not receiving boot
requests.
