Set the "POWER" switch of BBU3806 to the "ON" state, and then check the state
of the "RUN" indicator on the panel.
Normal: The "RUN" indicator flashes at 0.5 Hz. The power-on check succeeds.
Others: Handle the corresponding case according to the description in Table 7-4.
Be sure to get the "RUN" indicator to flash normally at 0.5 Hz.
