Step 3: Upload the application and the corresponding PACNET.dll files to WP-8000-CE7

For applications programming in C# and VB.net with .net compact
framework, when executing these application on WP-8000-CE7, the
corresponding PACNET.dll must be in the same directory as the .exe file.
