Right-click any space in the screen, and select [Add Subregion]  [Circle] in the shortcut menu.
To exclude the hole included in the region, add a sub-region to the circle.

Move the sub-region, and adjust its size to match the hole.

Right-click any space in the screen, and select [Add Subregion]  [Circle] in the shortcut menu.
Add a region to the right-side of the feature as well.
A new region is added to the center of the region.
