(Make a calendar date setable from nV-Tool and OIS-DS)

When the online side and standby side GPS Fix status of TS811 is invalid, this

program enables set to calendar date on a controller from nV-Tool and OIS-DS.

1. Time Data of the online side is valid (System Variable ZW[1724] bit9 is 1)
