Charge power limiter (V3.8.1)

One fixed thing about the Twizy has been that it needs a power level of 2 kW to charge. Sometimes
you just don't get 2 kW, for example from a solar power inverter, a camping ground socket or from
some mobile generator.
Since V3.8.1, the OVMS can now take control of the charge power level. This is done by overriding
the BMS→charger CAN bus communication, so the OVMS needs to be connected to the Twizy and
CAN write access needs to be granted (feature 15).
Charge power level is configured in feature 7 or via the "
Command
CA Ln
The level can be set within range 0-7, with 0 & 7 meaning "off" / "no limit". The power level can be
adjusted anytime also during charging. Keep in mind this is a volatile setting that will not be saved
over power loss.
Levels 1-6 translate to about...
charge current = ~ level * 5A
charge power = ~ level * 300W
These are at the battery, power will be higher by charge efficiency at the socket, so about 11-16%
depending on charge state.

Charge time estimation adapts approximately to the reduced power. As level 7 is ~ 32 A instead of
35 A (with current charger models), for example level 3 will take about 32 / 15 = 2,13 times longer
