When there is no match, the incoming GSM call is handled as if the Forward Number is blank.
The Dial Plan specifies rules to process a number dialed after the call is answered.

The portion on the left side ("a") of ":" specifies the prefix for matching.

This syntax monitors the length of the number dialed when performing second dial
operation.
Each "X" represents a single digit.

This rule monitors the number dialed with the starting prefix of 13 and a length of 11 digits.
Once this condition is met, the number will be dialed out immediately.
The maximum length for the Dial Plan definition is 140 ASCII characters.
