Cyclone III FPGA Starter Development Kit User Guide
12. Turn the Cyclone III Starter Board off and then on again. When the
board powers up, the Cyclone III device configures with your
design from the on-board flash device.
13. Push the reconfiguration button to reload the FPGA with the new
flash contents.
