Setting [FRQ-RCD]: Figure 2.19-11 examples another example when the [FRQ-
RCD] has 20 Hz/s setting. The 'FRQ-RC' signal will be generated during the 'Loss
of synchronism', when the Δf/Δt is larger or more than the setting.
