This procedures checks the "sample rate" portion of the Delta Time Measure-
ment Accuracy as listed under Warranted Characteristics in Specifications. The
previous procedure, Check Accuracy for Long-Term Sample Rate and Delay
Time, see page 1–53, verified the "PPM" portion of the delta time specification.
