Double-click on [Local Security Policy].

Click on [IP Security Policies on Local Computer].

Select [Create IP Security Policy] from the [Action] menu.

Enter the name as well as the explaination of this IP security
policy created in [Description], and then click [Next].

Remove the check from [Activate the default response rule],
and click on [Next].
