The iSP turns off the DC power of the specified
partition without notifying the SW(OS) even if it is
running..
If the specified partition is in S0 state, the iSP only
generates the SCI(POWBTN). Otherwise, the iSP
turns off the DC power directly.
The iSP generates the INIT signal to the specified
partition. SW(OS) will enter its dump routine.
The iSP turns off the DC power of the specified
partition without notifying the SW(OS) even if it is
running, turns on the DC power, initializes HW
and hands off the control to the BIOS.
