Table 6 lists tunneling maximums for the ERX routers. The following notes are
referred to in Table 6:
1. The SM supports any combination of DVMRP, GRE, and L2TP tunnels up to a
maximum of 8000 tunnels; however, no more than 4000 tunnels can be
DVMRP or GRE tunnels in any combination. The ISM supports any combination
of DVMRP, GRE, and L2TP tunnels over IPSec, up to a maximum of 5000
tunnels; however, no more than 4000 tunnels can be DVMRP or GRE tunnels.
2. You can have no more than 8000 L2TP/IPSec sessions per chassis.

Broadband Access Configuration Guide, Chapter 11, L2TP Overview.
