This command deletes the specified equipment from the database, removes the input from
the ensembling algorithm, and stops the monitoring for that input. Alarms are not reported
for deleted equipment. The command format is:
DLT-EQPT:[<tid>]:<aid>:<ctag>:::<spec_block>;
