The battery is consumed.
The battery polarity is different.
Time to press the PWR key is

Solution
Replace new battery.
Charge the battery.
Insert the battery correctly.
Press the PWR key for 2
seconds or longer.
Attach the antenna correctly.
Tune the frequency correctly.
Select the correct antenna type
with setting number 17 or 18.
Cancel attenuator function.
Increase the volume.
Tune the frequency correctly.
Set the squelch to "Threshold".
Set the tone squelch correctly.
Set the code correctly.
Tune the frequency correctly.
Set the squelch to "Threshold".
Set the squelch to "Threshold".
Cancel the search skip.
Set the squelch to "Threshold".
Cancel key lock function.
