Initializes the response area and status area. The status area
is initialized to #16#FFFF.
Turns ON G9SP_Excuting that indicates the serial
communications are in progress.
G9SP send/receive completion check timer
(G9SP_Check_Timer) is operated to detect a timeout.
When the G9SP send/receive completion check timer times
out, G9SP_TimeOUT is turned ON and the error status is
stored.
