card is not communicating with the
system.

ports exceeds the system capacity.

The card inserted in a slot where the
resources are already in use.
There is no card fitted but the slot has
been preprogrammed to accept a
specific card.
There is no card fitted and the slot has
not been preprogrammed with a card
type.
Card has been removed from the
system.
It performs Automatic Configuration of
the card, if the slot is in the "OUS"
condition.
Operation is suspended.
(If the port is on-hook, the port is
disabled. Otherwise the system will wait
until the port becomes idle.)
