Verify that you can access the Oracle Target Database and that it is opened, as
follows:
Set ORACLE_HOME and ORACLE_SID variables.
Start the SQL Plus from the ORACLE_HOME directory:
bin\sqlplus
At theSQL prompt, type:
connect user/passwd@service
select * from dba_tablespaces;
exit
If this fails, open the Oracle Target Database.
