The OSS host card and expansion board are not visible or will not show up in Windows Device Manager until the expansion system is connected
correctly and properly powered ON. Always power up the PE3R expansion chassis first then the host computer. A OSS PCIe Host interface card
if not attached to a OSS expansion unit (that is powered ON) will not be detected or recognized by the host computer Operating System.
Avoid connecting an energized or powered UP OSS expansion chassis to a Host Interface card that is installed in a powered UP computer as this
can cause error on the Operating System (or it will lock up the system).
