Own node parameter set request
Request to set parameter in FL312 after initializing with reset request.
Parameters are downloaded form Engineering Tool.
This request is accepted only when FL312 is in standby mode. After parameter is set,
FL312 mode must be changed to online mode with control request.

When RUN=1, specify whether to allow or prohibit message transmission.
0: Prohibit message transmission
1: Allow message transmission
When RUN=1, specify whether to allow or prohibit cyclic transmission.
0: Prohibit cyclic transmission
1: Allow cyclic transmission
Note1: The completion status (see appendix) of this request is stored in STATUS of
XMIT_T.
The following specifications are prohibited. (Error completion status is
returned.)
･ Simultaneous issuing of standby request and RUN request
･ Specification of already entered mode
･ Issuing this request during down mode
Check the node status to determine that the mode has actually changed.
If RUN request is issued with no parameter set, error completion status is
returned.
