Multiple Meeting Hosts

IPVideoTalk allows having multiple hosts in the same meeting.

The GVC32XX which establishes the IPVideoTalk meeting will be the meeting host by default.

If the WebRTC user becomes an IPVideoTalk meeting host with host code, the user will be the
meeting host until leaving the meeting.
