a. If the user responds "Y" or "y" followed by the ENTER key,
the same actions performed by "DISPLAY AND EDIT BAD
TRACK" function are performed.
b. If the user's answer is "N" or "n", followed by the ENTER
key, the reformat operation is started and the same actions
performed by "FINISHED EDITING (PROCEED WITH
FORMATTING)" function are performed.
