Statement introduced in Junos OS Release 12.3X50 for the QFX Series.
Disable helper mode for graceful restart. When helper mode is disabled, a router or switch
cannot help a neighboring router that is attempting to restart.
Helper mode is enabled by default for these supported protocols: IS-IS, LDP,
OSPF/OSPFv3, and RSVP.
