Using the standard modular telephone, perform the action that revealed

Step 17. Following Steps A and B below, replace the cords as they were:
A. Remove the standard modular telephone from the network interface
and replace the modular line cord.
B. Plug the standard modular telephone cord back into the Type III
Cartridge on the control unit.
Step 18. See if there is another outside line with trouble.

the modular line cord. Replace the
cords as they were and obtain a
replacement for the defective cord.
