The box with the 10-turn adjustable potentiometer on the Fig. 4 front controls the Ruffler and the box without controls the Puller. The Puller box has three Thumbwheels on the front which are set to synchronize the puller to the sewing head. -

Load the gusset (or border) roll onto the Unwinder spindle so the good side is up and the flange is toward the large disc as the material comes off the roll to the left. -
