IEEE C37.118 Message Framework

Four message types are defined in IEEE C37.118 standard: data, configuration, header,
and command frames. The first three message types are transmitted from the PMU/PDC
that serves as the data source, and the last one (command frame) is received by the PMU/
PDC.
