Symptom
The installation utility is unsuccessful at creating the first management appliance.
Explanation
This issue can occur if the installation utility is not able to create the deployer.conf file that is used by
csstart.exe.
Action
Navigate to the %CS9INSTALL%\Foundation folder.

Locate the csstart.exe file.
2.
Edit the deployer.conf file to match the configuration.
3.
Launch csstart.exe start --eula-accepted
4.
After about 10 minutes the first management appliance is available.
Reset the EULA so that on first login you are prompted to accept the license.
