4.4.7 STORING SERVICES IN THE PSL
The mapping between the MSL and PSL is the same for an initial installation as for an update install.
Two Services are identical if they have the same [ONID,SID,TSID]
If there was no SID or an ONID, then two services are the same if the [network_id,TSID,Program_ID].
If two or more Service are selected that are considered identical, then only the Service with the best
Reception Quality shall be selected for the PSL, the others shall not be selected.
Services with a BER larger than the threshold 3.16E-03 (or with a BERQ smaller than the threshold
70) shall not be selected for the PSL
All of the services whose service type corresponds to a "BasicServiceType" of TV, Radio and Data
shall be selection for installation:
