So my tank is empty and water still flows from faucet what have i done wrong it is an old system.

Water can flow from the faucet when the tank is empty in a US Water Systems 200-USRO system if the system is running and feed water is flowing directly through the membrane and filters to the faucet. This is part of normal system operation during flushing or startup when the tank valve is closed and the faucet is open, allowing water to bypass the tank and flow directly to the drain and faucet.
