Check for short-circuiting or leak on the load circuit,
and service it if defective.

Is the "H" pulse (approximately 6V) inputted to
the base of Q1517?
Check Q1517 and their periphery, and
defective.

Is the "H" pulse (approximately 6V) inputted to
the base of Q1520?
Check Q1520 and their periphery, and
