Informs the handset that no more packets are buffered. This packet marks the end of
the unscheduled service period.
When the handset receives a packet that marks the end of the unscheduled service period, it
shuts down the radio receiver and enters idle mode until the next uplink voice packet is
transmitted 20 ms later.
