IP QoS

Entries in this table are used to assign the precedence for each
incoming packet based on specified policy.
Config Procedure:
1: config stream rule.
2: assign the precedence or add marker for different stream.
Attention: only when IP QoS is disabled, traffic shaping will take
effect.
