Creates a new volume.

Data Migration is defined for target volume
Operation is not permitted on snapshots

Operation not allowed on slave volume that is not consistent.
Target volume is not formatted
Snapshot is formatted
Volume is too large to be copied
This target volume is part of an IBM Hyper-Scale Mobility relation.
The volume is in an IBM Hyper-Scale Mobility Proxy phase.
