Rules 1-3 redirects call to the gateway if at least three digits are
available. Rule 4 defines an exception to this rule if the number starts
with 01 and has at least 11 digits (like 01721234567). These numbers are
denied for all users, and rules 5 and 6 define the exception to this rule:
users 400-499 and user 101 is allowed to place these calls.

Example 4: Using ENUM

When using ENUM, it is usually necessary to convert a number
entered by a user into a globally resolvable telephone number. This
example shows how this could be done in Dallas/USA (972 prefix).
The example assumes that by default the proxy signalls that
more numbers are needed to make a decision. The second entry converts
the emergency number 911 into a number that resolves to the local fire
department. This is important in order to reach the right fire department.
Telephone numbers within the USA are assumed to have exactly 10 digits.
For international numbers, the proxy requires the user to start with 0011
and terminate the entry with the hash symbol. This example does not
cover sip urls for simplicity.
