Now that you have set up the basic configuration of the proxy and
maybe also some user accounts, you might want to register the first user
agent. In order to do this, you need to set up at least one domain and
specified the registration policy.
You can specify the registration policy both in domain and
administration mode.

Require Authorization

If the flag is set to "on", all registration requests for the proxy
are challenged for authentication. This means that unknown users can
not register on the proxy. If the flag is set to "off", only known users are
challenged, that means the proxy is open for registration. The list of users
is discussed below.
