Host Requirements
The host sends the SCAN_ENABLE command to enable scanning in the decoder. Scanning is enabled upon
power-up, so this command need only be sent if a prior SCAN_DISABLE command was sent.
Decoder Requirements
The decoder allows scanning and decoding upon receipt of this command.
NOTE At initial power-up, the decoder assumes SCAN_ENABLED.
