Disabled, Enable/Disable CPU Power Management. Allows CPU
Enabled[Default] to go to C states when it's not 100% utilized.

Description
Enable/Disable Energy Efficient P-state feature.
When set to 0, will disable access to
ENERGY_PERFORMANCE_BIAS MSR and
CPUID Function 6 ECX[3] will read 1 indicating
Energy Efficient policy setting is.
Enable/Disable locking of Package Power Limit
settings. When enabled,
PACKAGE_POWER_LIMIT MSR will be locked
and a reset will be required to unlock the register.
1-Core Ratio Limit with range 0 to 83. The
Minimum range may very between Processors.
This 1-Core Ratio Limit Must be greater than or
equal to 2-Core Ratio Limit, 3-Core Ratio Limit,
4-Core Ratio Limit.
2-Core Ratio Limit with range 0 to 83. The
Minimum range may very between Processors.
This 2-Core Ratio Limit Must be Less than or
equal to 1-Core Ratio Limit.
Enable/Disable Energy Efficient Turbo Feature.
This feature will opportunistically lower the turbo
frequency to increase efficiency. Recommended
only to disable in overclocking situations where
turbo frequency must remain constant. Otherwise,
leave enabled.
