Enable / disable 1PPS and setup pulse width and PPM signal.

1PPS signal is output when GPS satisfies the following condition at least 3
minutes.

Stationary state.

3D position fix.

Any interrupt on one of the conditions results in restarting the counter (3
minutes).

Pulse width = Pulse basic width x Multiplier
MMP field is used to define another signal output with 10us in width around
28~35us right after 1PPS.
