1. Garmin was granted a deviation from RTCA/DO-224B paragraph 3.2.2.5.4.7 to meet Attachment
2, Table 2-1-3, Item HO-argi of ARINC 631-5, which states that neither the VDL ground station or air-
craft will support aircraft requested ground initiated handoffs.
2. Garmin was granted a deviation from RTCA/DO-224B table 3-7 to allow the lower bound of the
aircraft T4 parameter to be 1 minute as defined in Attachment 2, Table 2-3-2, Item aT4.min of ARINC
631-5, which will supercede the value of 10 minutes defined by the aircraft T4 parameter in RTCA/
DO-224B table 3-7.
3. Garmin was granted a deviation from RTCA/DO-224B table 3-18 to allow bit 7 to be set as defined
in paragraph 7.9 of ARINC 631-5 so that the air/ground bit can be utilized for the purpose of inform-
ing the avionics whether the ground or air Frequency Support List should be used.
4. Garmin was granted a deviation from RTCA/DO-224B table 3-17 to allow the value of the AVLC
Options parameter ID to be set as 0x04 as defined in table 5-15, ICAO 9776 1st edition, which is ref-
erenced by ARINC 631-5, paragraph 7, in order to correct a discrepancy between RTCA/DO-224B
and ARINC 631-5.
5. Garmin was granted a deviation from RTCA/DO-224B table 3-18 to allow bit 1 to be set as defined
in table 5-16, ICAO 9776 1st edition, which is referenced by ARINC 631-5, paragraph 7, in order to
correct a discrepancy between RTCA/DO-224B and ARINC 631-5.
6. Garmin was granted a deviation from RTCA/DO-224B table 3-39 to allow the value of the Fre-
quency Support List parameter ID to be set as 0xC0 as defined in table 5-37, ICAO 9776 1st edition,
which is referenced by ARINC 631-5, paragraph 7, in order to correct a discrepancy between RTCA/
DO-224B and ARINC 631-5.
7. Garmin was granted a deviation from RTCA/DO-224B paragraph 3.2.4.1 to define the VDL Mobile
SNDCF (Sub-Network Dependent Convergence Function) with ICAO 9705 subvolume 5, 2nd edi-
tion, as modified by the PDRs (Proposed Defect Reports) defined in RTCA/DO-280B volume 2 and
the PDRs defined in EUROCONTROL-SPEC-0116, in order to reflect guidance provided by AC 20-
140A.
8. Garmin was granted a deviation from RTCA/DO-224B paragraph 3.2.2.4.2.3.1 to interpret that an
air-ground bit set to 0 indicates that the transmitting station is airborne. This deviation is required to
match the interpretation of the air-ground bit described in paragraph 5.3.3.3.1 of ICAO 9776 1st edi-
tion, which is referenced by ARINC 631-5, paragraph 7, in order to correct a discrepancy between
RTCA/DO-224B and ARINC 631-5.
9. Garmin was granted a deviation from RTCA/DO-224B paragraph 3.2.2.4.3.1 to allow the value of
u (the channel utilization parameter) to range between 0 and 0.99 to match the definition of u in
ARINC 631-5 paragraph 7.6.1, in order to correct a discrepancy between RTCA/DO-224B and
ARINC 631-5.
10. Garmin was granted a deviation from RTCA/DO-224B paragraph 3.2.2.4.3.3 to allow the calcula-
tion of T3 values by using a similar algorithm as that used to calculate T1 values (with appropriate
substitutions for T3min, T3max, T3mult, and T3exp), to match the method for calculating T3 defined
in ARINC 631-5 paragraph 7.6.2, in order to correct a discrepancy between RTCA/DO-224B and
ARINC 631-5.
11. Garmin was granted a deviation from RTCA/DO-224B table 3-18 to allow bit 6 to be set as
defined in table 5-16, ICAO 9776 1st edition, which is referenced by ARINC 631-5, paragraph 7.9, in
order to correct a discrepancy between RTCA/DO-224B and ARINC 631-5.
12. Garmin was granted a deviation from RTCA/DO-224B paragraph 3.2.2.5.2.7.1 to allow handling
of the operating parameters of a ground station advertised in the FSL as defined in ARINC 631-5
paragraph 9.8.2, in order to correct a discrepancy between RTCA/DO-224B and ARINC 631-5.
13. Garmin was granted a deviation from RTCA/DO-224B paragraph 3.2.2.5.4.9.3 to allow handling
of the scenario in which the aircraft LME cannot initiate the handoff and the autotune parameter is
not included or cannot be performed to match that described in ARINC 631-5 paragraph 4.3.1.4, in
order to correct a discrepancy between RTCA/DO-224B and ARINC 631-5.
