3.6.3 Standard/Full ASCII Code 39

Decide whether or not to support Code 39 Full ASCII that includes all
the alphanumeric and special character. The BCST-20 Scanner
defaults full ASCII Code 39. It could disable full ASCII Code 39 via set.
