4.14 Low Outdoor Temperature Control When Cooling

Controls the fan in order to prevent high-low pressure differential from dropping due to high pressure
reduction if cooling when outdoor temperature is low.
HP > 17.0 k (46.1˚C)
for 30 seconds continuously
Cooling low outdoor temp. step 1
HP > 16.5 k (44.9˚C)
for 30 seconds continuously
Cooling low outdoor temp. step 2
HP > 16.0 k (43.6˚C)
