802.1P Priority Configuration

Example: port 1 is customer port, port 2 is uplink port. For the
message from port 1: when CVLAN is 10 and SPVLAN is 100,
SPVLAN priority is 5; when CVLAN is 12 and SPVLAN is 200,
SPVLAN priority is CVLAN priority.
