4. Legal compliance
Advanced View and Business Pro & Lite View charge points are certified by the Verband Deutscher
Elektrotechniker (VDE) and comply with the Measurement and Calibration Law Ordinance (M&E), also known
as MessEV and MessEG. The charge points have a PTB certificate ("Baumusterprüfbescheinigung").
4.1. M&E certification
For a charging station to be M&E compliant, a "Secured Meter & Calibration Device" (SMED) is installed in the
charge point. All legally relevant data of each transaction is stored in this SMED device.
Users can read and retrieve both live and historical charge session data on the built-in LCD user display.
As the owner of a View charge point, you can choose to set up your charge point for public use in Germany. For
this, the installation must comply to the rules and regulations as set in the MessEV regulations.
4.2. Bundesnetzagentur database
In Germany, public available M&E compliant charge points need to be registered in the BundesNetszAgentur
database, due to the use of payment schemes.

Without this application, the charge point does not comply with the legal requirements.
With this registration, the German authorities can audit the charge point, and also monitor the status of the
charge point.
Users can consult this database to check if the charge point is compliant and check the status of the charge
point.
As an owner, the regulation obligates you to:
update the information in the BundesNetszAgentur database to reflect the actual situation;
Make sure that people who have used the charge point can always access their stored historic transaction/
session data. This can be achieved by informing Shell Recharge in case of a change. Our service partner will
make sure that the charge points get sent to Shell Recharge and we will keep the data available to the end
user. Shell Recharge will ensure that the stored sessions stay available to end users for a reasonable amount
of time. The information can be obtained by the end user by calling our customer care.
NOTICE
If you do not wish to register the charge point, you must either remove the charge point, relocate it to
a non-public accessible location or replace the charge point.
4.3. Requirements for MessEV acceptance
4.3.1. Measuring accuracy in accordance with PTB type examination certificate

4.3.2. Obligations for the owner of the charge point
Only use the charge point as intended for legal purposes and in accordance with legal requirements.
Do not expose the meters installed in the charge point to environmental conditions other than those for which
their type examination certificate was issued.
Register the charge point in the Bundersnetzagentur database, as described in chapter 4.2.

Notify the competent authority under state law of the new charge point within six weeks of commissioning
the charge point.
Ensure that the calibration validity periods for both the components in the charge point and the charge point
itself do not expire.
Store the signed data packets read from the charge point, in accordance with the pagination, on a
dedicated storage device. Keep the data packets available for authorised third parties at all times. For
non-existent data, no substitute values may be created for billing purposes.
Provide users of the charge point with an electronic version of the user manual. Especially notify the users of
the requirements for the user of the measured values from the charge point.
