allowed.
PORT_OWNER
Indicates whether configuring/
modifying external physical port
parameters is allowed.
RENEG_ON_CHANGE
When cleared, a link-down/up
sequence from the driver (PAOS)
triggers re-negotiation of the link
speed and parameters with the remote
peer. When set, a link down/up
sequence will trigger re-negotiation
only if any link parameters were
changed by a driver since last link
negotiation. This parameter is
applicable when the port_owner
parameter is set for this PF
