Good Decode Buzzer (0x38)

Scan the bar code "Enable" to set the scanner to beep after a successful decode.
Scan the bar code "Disable" to set the scanner not to beep after a good decode. The beeper
still operates during parameter menu scanning and indicates error conditions.
