4.8 Device Settings > User
There are three levels of users: the admin, administrators, and common users.
 If you log in as the admin, all users will be in the list. And you can modify all users'
access permission.

If you log in as an administrator, only common users will be in the list and you can add
a common user or modify common users' access permission.

If you log in as common user, only you yourself will be in the list.
