ExceptFDN (1) Calls to numbers other than the specific FDN
directory (contained in the SIM card) are barred.
Activate/ All calls which do not begin by one of the numbers
Deactivate stored in the "FDN" directory are barred.

update the "FDN" directory after entering PIN2
