The customer-provided shut-off valves are

The setting of the external cooling water
supply is incorrect or the external cooling
water supply is defective.
The air cannot flow in/out.

Switch the power supply system on.
Check the external fuse protection.
Check the supply cable for signs of damage
and ensure that it is properly connected.
Check the electrical circuit.
Check the fuses/micro-fuses.
Note
Check and replace (see the "System
Layout" and "Components" sections).
