Place the tester probes across pins 1 and 3 of connector CN1 of the TGS/Smart Card reader.
The measured value should be +12 Vdc.

As for step (1) but across pins 1 and 9 of connector CN10 on the digital plan board.

Use the serial communications test described in paragraph 6.1.1.3 "Serial Ports Test".
