Car Energy Consumption Labeling Directive

Up till now the Car Energy Label required informa-
tion to be provided on consumption and emission
levels. At the core of the Car Energy Label Directive
in its new version is the introduction of energy effi-
ciency classes.

The core element of the new directive is the assign-
ment of the vehicle into CO
directive contains more detailed requirements
pertaining to the formation of CO
classes and for the assignment of the vehicles to
these classes. Section 1 governs the manufac-
turer's obligation to assign the vehicle to one of the
efficiency classes. The vehicle is assessed on the
basis of the CO
emissions. The efficiency of the

vehicle is not measured alone using the CO
sions value, but rather a relative valuation is
selected, which along with the absolute CO
sion levels also chooses the vehicle mass as a rela-
tive reference value. The vehicle mass is taken into
consideration with a specific reference value. To
determine the efficiency class the reference value
is to be set relative to the actual CO
for the vehicle. The difference is to be shown as a
percentage deviation. As per Section 2 a total of
8 efficiency classes from A+ to G are to be intro-
duced.

CO2 Efficiency Classes

Everyone who exhibits a new passenger car or who
offers a car for sale or lease, must ensure that infor-
mation on the official fuel consumption, the official,
specific CO
emissions and, where applicable, the

official power consumption is attached to the
vehicle or located in its immediate vicinity This must
be clearly visible and it must be capable of being
clearly assigned. The information must match the
energy efficiency class as included in § 3 a Section
2 of the Car Energy Consumption Labeling Directive
and the requirements in Annex 1, such as were valid
when the information was compiled.
